The original photos are still in iCloud, and you can back them up to your Mac or an external drive. If you check Download and save the originals, all the photos you take on your iPhone stay on your phone in full resolution. Plus, any photo you take, store on your Mac, or otherwise store in your iCloud Photo Library will also be downloaded to your iPhone in high resolution.
Optimize iPhone storage it won’t instantly convert your images to thumbnails. You might see a combination of thumbnails interspersed with original high-resolution images if your phone has enough memory to support them.
